Unlike GST, which is charged uniformly across the country, road tax is a state subject — meaning the exact same car can attract a road tax bill that is two or three times higher in one state compared to another. The rate is generally applied as a percentage of the vehicle's ex-showroom price, and it typically covers the vehicle for its full registration life of fifteen years for private, non-transport vehicles.

What is road tax and who collects it? ▾
Road tax, also called Motor Vehicle Tax or Lifetime Tax, is a one-time tax collected by your state's Regional Transport Office (RTO) when you register a new vehicle. It grants legal permission to use public roads and is typically valid for 15 years for private vehicles. It is separate from GST, which is already included in the ex-showroom price.
Why does road tax differ so much between states? ▾
Road tax is a State subject under India's Constitution, so each state government sets its own rates through its Motor Vehicles Taxation Act. States balance revenue needs, infrastructure spending, and vehicle affordability differently, which is why the same car can cost tens of thousands of rupees more or less depending on where it is registered.
Is road tax calculated on ex-showroom price or on-road price? ▾
Road tax is calculated on the ex-showroom price (before insurance and other on-road additions) in most states. A few states like Gujarat, Chandigarh, and Jharkhand calculate it on the pre-GST invoice value instead, which lowers the effective tax base. Dealer discounts and exchange bonuses are not deducted before calculating road tax.
Do electric vehicles get road tax exemption? ▾

Bharat Series (BH-series) registration lets eligible buyers — government/PSU employees and private-sector employees with offices in 4+ states — pay a flat, one-time road tax nationwide instead of re-paying it every time they relocate between states. It removes the need to re-register when moving states, which is a major saving for frequently transferred employees.
Do I have to pay road tax again if I move to another state? ▾
Yes. If you keep your vehicle in another state for more than 12 months, motor vehicle rules require you to obtain a No Objection Certificate (NOC) from your original RTO and re-register in the new state, paying fresh road tax there (often with a depreciation-based reduction for the vehicle's age). BH-series registration avoids this requirement entirely.
Is diesel road tax higher than petrol? ▾
